The Do TVET project aims to improve Palestinian TVET programs to align more with the supply and demand sides. The projects focus on capacity development for TVET employees and trainers in the labor market. It also seeks to enhance cooperation between training institutions and labor market entities as educational spaces and create an attractive environment for enrolling in TVET programs. The project contains three pillars:
- Private Sector Involvement in Vocational Education
- TVET Governance
- Vocational Career Orientation
Here are some of the interventions that are running within the NTC
- Institutional Capacity Enhancement:
- Strategic Plan Development (SP): Collaboration with the General Directorate of Planning and Policies at the Council of Ministers and the consulting company (WINS) to develop a national strategy for the commission for the years 2024-2029, with key program objectives aligned with the commission's work during these years. The system has been built, and job description cards have been prepared in collaboration with the General Directorates in partner ministries, social partners, donor partners GIZ, and the consulting company (WINS).
- Organizational Structure of NTC: with the coordination of General Personnel Council, the organigram was approved by the Council of Ministers, the work on it is completed, also the Job Description Cards completed with cooperation of partner ministries, social stakeholders, the strategic partner GIZ and the consulting company (WINS).
- Preparing a draft of the TVET law
- Work on the competencies dictionary of Jobs: work on it is completed, so it will be used as a reference for selecting and assigning nominated employees to fill up the job position boxes in the organizational structure.
- Unified Human Resource Development System (HRD) in partnership with NORAD: Aims to unify and develop professional standards for employees in TVET institutions at all levels. Work has been carried out with the participation of technical and social partners to form a supporting work team, and the first draft of professional standards has been developed.
- The German-Brazilian-Palestinian Trilateral Project: Aims to develop national curricula according to the requirements of the renewable energy sector and promote scientific research and studies in this field
Through:
1. Support for the infrastructure of three TVET institutions through the development of facilities and technologies in the renewable energy field.
2.Enhance the capacity of specialists in this field and provide them with training and educational materials.
3.Establishing a stakeholder dialogue platform for coordination in the energy, education, and economic sectors. A Palestinian delegation participated in a study visit to Brazil.
- Training Incubator (TVET Hub) in partnership with NORAD: Aims to enhance the skills and capabilities of employees in TVET institutions in modern training methods, distance training, and simulation programs.
- Business Development Model for Vocational Training Centers (Business Modules) in partnership with NORAD: Aims to establish an administrative and financial system which enables TVET institutions to offer production and sales services to enhance their financial budgets for emergency tasks (maintenance, procurement of training supplies, etc.).
- Sectoral Skills Councils: The Renewable Energy Sector Skills Council (RSSC) has been selected as an initial model. The draft strategy for the council has been prepared, and work is ongoing to formulate its legal framework in full cooperation with the labor market. There will be a scientific approach to training in this sector, and the curricula for the renewable energy sector will be developed. Other sectoral skills councils will be established based on this model in the future.
