The commission envisions a genuine transformative change in vocational and technical preparation in Palestine through policy formulation, legislation, strategic planning, and program and curricula development in alignment with the global knowledge revolution and the foundations of applied scientific research. This is accomplished by:

• Preparing exceptional trainers to contribute to human resource development which aligns with current and future competitiveness and the local and international market's demands.
• Raising awareness among the Palestinian society, regarding the importance of vocational and technical education and training at all levels, including professional development and promoting freelancing. 
• Contributing to national programs aimed at technology transfer and unifying efforts between the public and private sectors to identify training needs, thus providing qualified workforces for all productive and service sectors.
