His Excellency Dr. Rabeh Morrar
Today, the world is witnessing rapid transformations in labour markets, technology, and modes of production. This makes Technical and Vocational Education and Training (TVET) a key pillar for achieving sustainable economic and social development, and for strengthening young people’s ability to integrate into the labour market and contribute to building a more productive and competitive national economy.
In line with its national responsibilities, the National Commission for Technical and Vocational Education and Training works to lead and coordinate efforts aimed at developing the TVET system in Palestine. This is achieved through contributing to the formulation of national policies, strengthening governance and coordination among partners, and developing national frameworks and standards, with the aim of building an integrated, high-quality system that responds to development needs and labour market demands.
The Commission also places at the heart of its priorities the enhancement of the societal image of TVET and the promotion of greater enrolment in it, as a promising educational and professional pathway that opens wide opportunities for youth and women to access decent employment, establish their own enterprises, or pursue further educational and professional pathways.
The Commission firmly believes that the success of the TVET system requires a genuine partnership between the government, the private sector, education and training institutions, and development partners. Such partnership is essential to ensuring that education and training outcomes are aligned with current and future labour market needs, and to developing the skills required to keep pace with rapid economic and technological transformations.
The Commission will continue working with all partners to build an efficient, high-quality, and flexible TVET system that contributes to enhancing employment, productivity, and innovation, and supports the aspirations of Palestinian youth for a better, more stable, and more prosperous future.

Guidance services
Counselling and Guidance Services
The commission works on providing various guidance services resulting in:
The national guide for vocational counselling and guidance by reviewing policies, guides, procedures, and educational materials in the TVET sector to ensure the inclusion of women and persons with disabilities, through holding consultative meetings.
- Workshops and training programs, the following documents have been developed:

• Policy analysis document and evidence of procedures and educational materials used in the vocational and technical education and training system and providing recommendations to enhance inclusion and integration for women and persons with disabilities. (Click here to view the file) - The commission is currently working on developing Business Modules for vocational training centers in partnership with NORAD: aiming to establish an administrative and financial system through which vocational and technical education and training institutions can provide production and sales services to enable them to enhance their financial budgets to carry out emergency tasks (maintenance, purchase of some training supplies).
