In response to Ministers’ Cabinet decision number (234/18) dated 12/12/2023 to transition from the strategic plan to an emergency plan for 2024 due to the war and massacres in Gaza, and the invasions and destructions in the West Bank, collaboration was undertaken with partner ministries to develop the plan, which included the following programs:

• Providing training for youth in the southern governorates when conditions allow through short, focused courses relevant to the emerging reality there due to the war.
• Directing support towards rehabilitating educational and training institutions in the northern governorates in cooperation with the partner ministries.
• Reviewing the status of vocational and technical education and training institutions in the southern governorates.
• Reviewing the status of vocational and technical education and training institutions in the northern governorates and Jerusalem.
• Enhancing partnerships with external entities.
